Against Fat Buu Majin Vegeta is able to survive Buu's strongest attack, the angry explosion. Later the same Fat Buu fights about evenly with SS3 Goku. If Fat Buu was 10x stronger than Majin Vegeta, there is no chance he would have survived. The gap between SS3 and 2 must be less than that. SS2 Gohan filled up Buu's meter half way which means that Fat Buu is just 2x stronger. Majin Vegeta is in the middle between them. Lets say 1.5 for a ball park number.
Plus we have plenty of evidence from the manga and anime that says SS2 Gohan is only a little less than half strength of Fat Buu. We also have evidence that Buu's meter is the amount of power Buu has.

When Vegeta says that he can destroy the ship if he wants to, Kaioshin shows fear and quickly states this. "No! That will wake Buu! Even if he doesn't have all the energy he needs, he'll still be able to kill us and destroy the planet!

When it's Yakon's turn to go to stage 2, Babidi is about to warp them to Yakon's home planet: the world of Darkness. Dabura asks if that’s really necessary, and Babidi responds by saying: "Maybe not, but if they damage the ship, Buu might awaken at half-strength. We want him at full power." (Keep in mind, at the time Babidi stated this, we were shown that the meter on Buu's shell was filled up about half way)
Volume 38, Chapter 12
When Goku and Majin Vegeta are about to start their fight in the desert, Kaioshin and Gohan decide to leave them to their fight and go after Babidi. As Kaioshin is preparing to punch the floor-door and go back into the space ship, he says this: "Buu might be awakened by this shock, but we can't help it. It will be better then if he has time to reach full power from the energy he'll absorb from you two."
Volume 38, Chapter 13
When the meter on Buu's shell finally fills all the way up from Goku and Vegeta's fighting, Babidi gets ecstatic and states this. (actually he screams it, but whatever): "He's at full power! Buu's at full power!!"
